I heard a humorous discussion in a similar vein recently (on NPR's 
"Marketplace", was it?) which posed that it would be worth the money and 
planning for a city like Chicago to place an Olympic bid without really wanting 
the Olympics.   It solidified its status as an "international city" and gave 
the city widespread publicity without the hassles of the actual hosting.  Of 
course, in the case of New York, international status needs no confirmation.
