The Proms does appear on the BBC World Service schedule in the coming weeks;
here are the dates and times:
August 3, 1406 UT (not on the Africa feed)
August 4, 0406 UT (South / East Asia only)

This same sequence is repeated on August 10/11, August 17/18, and August 24/25.
Going through some of my old Web SDR logs, and comparing them with the
published SW frequencies for the A-24 season (see
https://www.bbc.co.uk/programmes/articles/2x9tqt6mc05vB2S37j8MWMJ/global-short-wave-frequencies),
it looks like shortwave listeners are out of luck. The times when the World
Service airs on shortwave in those regions doesn't line up with the schedule
listed above.
So far it appears that the Radio 3 coverage is available on BBC Sounds, but so
far I haven't seen any podcast links. If you want to go through the effort,
there's a command-line utility called "get_iplayer" that can download the audio
from Radio 3 (or elsewhere across the BBC's audio services)..
