As I had noted in my prior post, it appears the "International" version of
Radio 4 differs from what's currently on offer.

I regularly use a software script tool called "get_iplayer" which does a
decent job fetching content from BBC Sounds (if you know how to correctly
parse the URLs in BBC Sounds) and avoiding the annoying "BBC Sounds" tag
and the podcast ads).  It will be interesting to see if this still works
after BBC Sounds disappears to us international users.
