Human Rights Conflict Prevention Centre (HRCPC), Faculty of
Law, University in Bihac, call for cooperation universities,
international governmental organizations, NGO, institutions
and individuals who are interested in creating global
academic network with vigorous ability to provide
scholarship and project funding and to derive academic
benefit from academic-scientific cooperation and scholar
partnership, creating new links between different cultures
and civilizations.

HRCPC, Faculty of Law, University in Bihac (Bosnia and

in Como (Italy), Faculty of Sharia & Law, International
Islamic University (Pakistan) and Faculty of Law, University
in Salzburg (Austria), has set up International University
Consortium for Comparative Studies of Public International
Law, International Islamic Law (Siyar) and International

CPILSIR recognizes that the lack of scholarsÂ’ collaboration
between Western and Islamic academic communities in the
field of Public International Law, Islamic International Law
and International Relations, can create large academic
disputes and political intolerance between Western and
Islamic academic community, and raises the issue of academic
reviewing of different legal doctrines and cultural
traditions in line with the principles and aspirations of
the new international legal and political order.

CPILSIR is set up with the aim to establish partnerships
between Universities from Western and Islamic countries, to
conduct a joint research and teaching program, to provide
exchange of literature, to encourage students, teachers, and
researchers mobility, and to implement schemes for promoting
higher comparative education in this field between Western
and Islamic academic community. CPILSIR's research and
teaching program is a new aspect of cultural cooperation and
new global academic communication between Western and
Islamic academic communities. This teaching and research
program represents another element of global process: the
need for a mutually better understanding of the legal,
cultural and socio-political diversity of the humankind, and
not only share own a religious and civilizations
perspectives but to pay due awareness also to other cultures
and religions, ultimately to whole humankind at large.

Introducing comparative studies and creating excellent and
challenging academic climate the main goals of CPILSIR
should be focused on following: 1. Attracting the best and
young scholars and researchers from Western and Islamic
countries to teach and research together in the field of
these legal comparative studies; 2. Constructing global
space in higher comparative legal education and research
program; 3.Fastening common space in comparative higher
education in Public International Law, Siyar and
International Relations, in order to increase scholar and
student exchanges between Western and Islamic countries;
4.Stimulating and creating a new scholar approach to global
legal and political order; 5. Promoting liberal academic
debate between Western and Islamic scholars in the field of
Public International Law, Siyar and International Relations;
6. Creating and maintaining a vast library resource
available for scholars and students for both Western and
Islamic academic community.

CPILSIR is governed by a Scientific Council of leading
scholars and research fellows who come from different
universities and share a professional interest in
comparative studies of Public International Law, Siyar and
International relations.

CPILSIR is financed by University members, by institutional
foundations, private donations, student fees, and from the
income of commissioned projects. CPILSIR would welcome
scholarships, sponsors for research projects, conferences,
publishing activities and purchasing research equipment.
