The dynamics of changes resulting from globalization and the demise
of a bipolar world order have been influencing every aspect of human
existence. Taking into consideration existential problems of humanity
and consciously shaping the future for the general interest, once
again one needs to pose fundamental questions on social functionality
and state order. Traditional believes are more and more at one's
disposal. As a central subject of this drive to change there appears
the relation between state and society. There has been developing an
awareness of the need to newly arrange the relation between masses
and authorities. This process involves the search for effective forms
of social participation in decision-making as well as for adequate
mechanisms of a transparent exercise of the state power. Nowadays,
this process is expressed in the best way by the notions of Civil
Society and Good Governance.
