The Organizing Committee of the Fifth International Conference on
Human Rights Education (IHREC) "Advancing UNiversal Human Rights
Culture" warmly invites submissions for paper proposals for
presentation at the conference. The 2014 conference will focus on the
UN and the UN World Programme for Human Rights Education, and address
a broad range of legal, social, and educational issues.

The 5th IHREC is an annual event bringing together experts and
scholars from around the world interested in the human rights
education. Past conference speakers include Nobel Peace Prize
winners, government ministers and ombudsmen from various countries,
members of international and regional organizations, senior
government officials, scholars from leading universities and research
centres, and members of civil society. Further information is on the

In particular, we invite the submission of papers concerning the
following subject matters, as well as papers concerning individual
case studies and best practice examples:

1. What are the Global Trends in HR Education?
- UN Initiatives, incl. the World Programme for HRE and impact of the
  Declaration on Human Rights Education and Training
- Will Human Rights Shape Civilization in the 21st Century?
- HRE and Regional Development

2. HR as Unifying Standards for a Modern Society
- What is the Culture of Human Rights?
- The Nexus Between Human Rights and a Well-Functioning Democracy
- Values in Education: HR, Peace, Cultural Diversity and
  Intercultural Dialogue
- Universal Values and Religious Specificity
- Global Citizenship: What Values are to be Given Priority in Modern
  Education?
- What Can We Learn from Democratic Audits?

3. How to Nourish Human Rights Culture?
- What could/should government do to advance a Human Rights Culture?
- Can the Media Shift Public Opinion on Human Rights Issues?
- Human Rights in Professional Training
- The Role of Law in Human Rights Education
- Contribution of National Bills of Rights to HRE - International
  Experience
- Role of Civil Society in Educating about Human Rights, including HR
  Education by the Trade Unions and NGOs (e.g., Amnesty, Human Rights
  Watch, Red Cross, and others)
- HRE of duty-bearers incl. professional groups such as law
  enforcement officials, health workers, social workers, and others
- Implementing the HR Based Approach in Community Organisations

4. Where And How To Educate About Human Rights?
- Do We Need a Human Rights-Based Approach to Schooling?

Instructions for Submission of Papers

- Abstracts of a maximum 250 words are invited by 1 August 2014.
- Abstracts will be reviewed for their relevance, academic merit and
  timeliness by a panel, and authors will be notified of decisions via
  email by 1 September 2014.
- The complete manuscript should be submitted to the conference
  organizing committee by 1 November 2014.

- You will receive an email confirming receipt of your submission.

Travel to the United States

- We realize that it may not be possible for some presenters to come
  to the United States to present their research paper at the
  conference due to financial and/or political issues.
- However, with the use of Skype, those whose papers are accepted,
  may have the opportunity where possible to make a presentation.
- Conference fees are the same for both virtual and in-person
  presentations.
