About fifteen percent of country’s areas have been used by tribal
communities for their habitat to various ecological and geo-climatic
conditions ranging from plains, forests, hills to inaccessible areas.
They are identified as having primitive traits, a distinctive
culture, shyness of contact with at large, geographical isolation and
socio-economic backwardness. During the period of British
Administration, the tribals had virtually no statutory right but
enjoyed only certain concessions/privileges such as right to take
water for agricultural purposes, digging of well and canals, free
grazing in open forests, removal of timber, bamboos, reeds, canes
etc. for construction and repair of houses and for agriculture
implements, collection of deadwood for domestic use as fuel,
collection of grass for cattle and for thatching their huts, fishing
and hunting excluding the protected fauna and cultivation of forest
land. They use forest, land and water for their livelihood.

After independence the Government, as per its constitutional
commitments, has undertaken several steps in forms of legislative
actions, formulation of policies, development and implementation of
programmes for implementing the philosophy of social justice for
tribals. In order to strengthen philosophy of social justice, varied
kinds of tribal rights have been given regarding use of forest
produce, land and water to tribals. Rights of local self governece
has also been bestowed in tribal areas. But it is a matter of
examination and evaluation that whether these tribal rights have been
able to nurture philosophy of social justice in Indian psyche where
justice exercised within a society particularly as it is exercised by
and among the various social classes of society. Whether, through
these rights, the values of (a) equal opportunity, (b) just
allocation of advantages and disadvantages preventing the abuse of
power and liberty (c) just decision of disputes and adoption of
change, (d) removal of injustice in personal relations of people and
removal of imbalances in political, economic and social life of the
people, (e) distribution of means, benefits burdens etc. throughout
the society (biological, social, economic and cultural development of
individual in a society and (g) fairness in the distribution of
resources, rights, opportunities and duties have been enshrined for
Indian Tribals. Against this backdrop, Department of Social Work,
JVBI, Ladnun is going to hold the National Seminar on “Tribal Rights:
Philosophical Base, Problems and Prospects” on April 10-12, 2015. The
seminar would like to give space for the practitioners, researchers
and academicians to engage, share and interact on various topics
related to tribal rights.

Aim and Objectives

The main aim of this seminar is to analyse tribal rights for the
purpose of providing social justice to Indian Tribals.
Specifically the objectives of the seminar are as follows:

1. To describe different tribal rights.
2. To make an assessment of these rights in developing the philosophy
   of social justice towards tribal society in India.
3. To highlight the problems coming in the way of enjoying tribal
   rights.
4. To suggest ways and means for making these tribal rights effective
   in establishing just and sane society for tribals as well as
   farming future policies and programs.

Themes of the Seminar

The main themes of seminar is Tribal Rights: Philosophical Base,
Problems and Prospects and Sub themes of seminar are:
a. Tribal Rights: Philosophy and Ideology
b. Tribal Rights: Overview and Contributions of National and
   International Organizations
c. Tribal Rights: Challenges and Problems
d. Tribal Rights: Prospects and Policy Implications

Prospective Participants

Academicians, Experts, Researchers, Scholars, College and University
teachers working on the various dimensions of Tribal Rights and also
those NGOs actively involved and working towards the positive
inclusion of Tribal Rights will be the vital participants for the
seminar.

Submissions

Full papers with a short abstract are invited on any of the above
sub-themes proposed above. Participants are requested to mail their
abstracts to [email protected] latest by March 25, 2015.
Acceptance of the abstract/papers would be confirmed through email
within one week. The authors should mention their title of the paper,
names, designations, affiliating institutions, mailing address,
contact no., email ID. All the papers would be reviewed and about 60
papers would be accepted. The seminar proceedings will be published
with ISBN. The length of full paper including tables, diagrams,
illustrations, references etc. should be about 5000 words. The full
paper should be typed in MS-Word in Times New Roman with font size 12
(for papers in Hindi should be in Kurti Dev 010). Bibliographical
references should be arranged alphabetically and given at the end of
the text preferably in the APA format.
