The hang is in popup. Services are run in the different
desktop/window-station, so popups are invisible to you being on WinSta0. I'd
suggest you to check your Cache service settings (whether it has "Allow
service to interact with desktop" checked on at the Log-On tab of the "Cache'
Controller" service). But it is defined by default...

I'm not certain whether this WinSta0 windows tation is inherited by child
processes from such Cache' processes (they should), but to streamline
experiment I'd experiment with the opposite setting:
- to not redefine the network account and password in the Configuration
Manager;
- but rather redefine the Log-On user in the "Cache' Controller" service
settings.
Making sure this service is allowed to interact with desktop. May be it would
give some difference for you (although I suspect not).

Anyway, this problem is better to be passed thru WRC channels.
