No Order By in insert/select statement?

I need to use an order by in an insert/select statement e.g.:

insert into Cinema.TestFilm
 (Title)
 select Title from Cinema.Film
 order by Category

But I get the message:

SQL ERROR #25: Input (`ORDER') encountered after end of query

Is this really not possible?
