Sorry, posted before I had finished...

 ClassMethod TimeConverter(time As %String) As %Time [ SqlProc ]
{
    quit $ZTIMEH(time, 2)
}

and

[...] WHERE  A.TimeRangeStart BETWEEN Offer_TimeConverter("17:00:00") AND
Offer_TimeConverter("20:00:00") [...]

should make the same check for Time, or is it different with %Time? My tests
failed so far.
