Like Microsoft likes to say "This behaviour is by design"
A job will always(*) take up an additional license unit. The good news is that, unlike the CSP license units, the job's LU will be released as soon as the job has finished.

(*) As I wrote these lines I remembered I *think* I read something about been able to share LUs between foreground and background jobs, but there were of course other side effects... You may want to search Peter's archive at http://xiscsp.co.uk/ngp and see what you find.
