SBY to Propose Protocol vs Religious Defamation at UN Assembly

President Susilo Bambang Yudhoyono has reiterated his plan to propose an 
international protocol against religious defamation to prevent conflicts and 
maintain world peace during the upcoming UN General Assembly meeting.

Speaking at a press conference before leaving for New York to attend the UN 
meeting on Saturday, Yudhoyono said an international protocol on anti-religious 
defamation was needed to anticipate negative developments, such as those seen 
recently.

"Indonesia has a moral obligation to convey its view and appeal, and probably 
also participate in, creating an international protocol on how we could prevent 
or reject actions or initiatives that could be categorized as denigrating a 
religion, any religion," he said.

Yudhoyono first raised the issue on Monday, calling on the United Nations and 
the Organization of Islamic Cooperation on Monday to issue edicts against 
religious defamation in the wake of global protests ignited by the anti-Islam 
film “The Innocence of Muslims.”

The president said in a speech before a national meeting of the Nahdlatul Ulama 
in Cirebon, West Java, that religious defamation should be condemned because it 
hurts the hearts of religious people, disturbs the peace and can trigger bloody 
conflicts 

He said the United Nations’ “Universal Declaration of Human Rights” allows for 
limitations to be placed on freedom of speech in the name of public order. 

“Article 29 actually limits rights and freedoms, it could not be absolute as 
there should be limitations, such as if it is related to morality and public 
order,” he said, adding that freedoms are limited under Indonesia’s 
Constitution as well.

Yudhoyono is scheduled to address the UN general assembly meeting on on 
Tuesday. Later that day, Yudhoyono will jointly chair the first meeting of the 
High Level Panel on the Post-2015 Development Agenda, together with the 
Liberian president and the British prime minister. 

It will be the first time the three co-chairs will meet with all 23 members of 
the panel, the statement said.
