Shouldn't be possible on a 3S LiPo (fully charged should be about 12.6V),
but until you figure out what's wrong (wrong battery? wrong measurement?),
do not connect the IOIO to this.
When you do, make sure to use as short as possible wiring between the
battery and the IOIO, to avoid risk of frying the IOIO VREG.
