Let me clarify: The IOIO can supply up to 1.5A on its 5V rail. The IOIO-OTG can supply up to 3A on its 5V rail. On the IOIO-OTG there's a 0.75A fuse on the USB supply rail.
Regardless of that - a USB device should never *draw *more than 0.5A. So even if you had a power supply capable of 1000A and no fuse, the phone should still draw up to 0.5A and would not charge any faster, unless there are any USB tricks I'm not familiar with. To the best of my knowledge, the fast chargers work by shorting the USB data lines to each other, then the phone can detect that and draw more current. However, by definition, you lose the data connectivity when you do that, so irrelevant to the IOIO case.
