The phones have bluetooth modules that have dual functioning by which it means the bluetooth in them if ble 4.0 supporting should support ble 4.0 and the conventional bluetooth standards like 2.1 or 3.0. A good example is my note 2 but all the phones must have it or else its their vendors with a small vision as many bluetooth speakers etc accessories will noy work with the phones if its inly ble 4.0 supporting.
Also, look for ble smart and ble smart ready phones if the phone is only ble smart then it will support only ble 4.0 and if its smart ready then it means it will support conventional bluetooth tech.
