Are you using the latest build tools? I have recently moved the app permissions into the library manifests, which is a pretty recent feature in the build system IIRC. Otherwise, can you look at the logs and see if there's anything suspicious there? Or debug your app step-by-step and see where it gets hung around BluetoothIOIOConnection?
