For starters, you're using the wrong PIC (although this doesn't explain your problem and shouldn't matter for now). The IOIO-OTG uses the PIC24FJ256 *GB*206. This looks like an electrical issue: either the PIC is not powered, or it is damaged, or the wiring between the programmer and the PIC are bad. From the picture they seem to be not stuck all the way into the programmer. I would also recommend trying with shorter wires.
