In theory it's possible: you can discard pretty much most of the IOIO firmware, only leaving the pixel-specific stuff and establish a SPI-based (others will be too slow) protocol for transferring the images.
However, there are probably shorter paths to get there: the RaspPi and BeagleBone Black both support the IOIO over USB and can both connect to a network and are relatively easy to work with.
