This sensor seems fairly simple: you supply 3.3V and get back an analog
signal.
You can use an AnalogInput on the IOIO in buffered mode to get samples of
this signal at exactly 1kHz. The most work would probably be to translate
the pulse detection code from C to Java. Keep in mind that they're code
assuming 500Hz samples, so either adjust their code or throw away every
other sample.
