There is no way to do that without custom firmware. Having that said,
custom firmware is not *hard* if you're into PIC programming and the
existing firmware will help you a lot in handling all the comms to the
Android and in providing drivers to all the PIC peripherals (though some of
them are tailored specifically to the standard IOIO use-cases).

Doing something like having the LED blink while the IOIO is not connected
is fairly easy.
