I can now talk to an IOIO from Windows 8.1 over Bluetooth after upgrading the Application Firmware to 4.00. The weird part is that the 4.00 java applications hang "waiting for handshake". 3.xx and 5.xx java applications have no issue getting a handshake with the device.
