I can now talk to an IOIO from Windows 8.1 over Bluetooth after upgrading 
the Application Firmware to 4.00.  The weird part is that the 4.00 java 
applications hang "waiting for handshake".  3.xx and 5.xx java applications 
have no issue getting a handshake with the device. This is a big 
improvement over Application Firmware 3.xx which would continually fail 
configuration when running any version of the java applications.

Is there something different about the Java 4.00 communications compared to 
3.xx or 5.xx?
