There is currently no IOIO feature that allows counting pulses.
However, at this rate you might be able to get away with a slightly hacked
DigitalInput. You can modify the DigitalInputImpl class to count the pulses
(the setValue() method is called on every edge).
You may use PulseInput to get the pulse rate, but not their count.
