I would recommend:

   - Get the latest IOIODude (v1.1).
   - Use it to install the latest firmware (v5.04).
   - Reboot the IOIO and connect it to the PC, check whether the port shows
   up.
   - Use IOIODude (with the IOIO in app mode) to validate the connection
   (ioiodude versions...)
   - If that all works, try to use the prebuild HelloIOIOConsole.jar.
   - If that works, try compiling this app yourself.
