What I would do is put an Android on the vehicle, connected to the IOIO.
This Android can talk to the remote control Android, receiving commands and
sending a live video/audio feed from its built in camera and mic over Wi-Fi
or cellular.
Google for Android IOIO car and you'll find some open source examples for
how this is done.
