"H" is host (supplies power) and "A" is auto (which means the IOIO will act
as host or device depending on whether you plug the A-side or the B-side of
the USB cable to it. In the latter case, it is the Android that acts as a
host (if it is capable of doing so). The Android will supply power to the
IOIO, but it the IOIO is also externally powered, it will not draw any
current from this supply. So this is probably the ideal solution in your
case.

Otherwise, you can try limiting the current drawn by the Android by gently
tweaking the charge limit potentiometer counter-clockwise until the
connection is dropped. Then turn it slightly clockwise. It is depending on
the specific Android device how much current will actually be drawn in this
mode. For some devices it can help drastically while for others it hardly
matters.
