The link you sent is dead. A serial link would not work well over long
wires. You'd probably need transceivers on both ends (e.g. RS-422).
Another, possibly simpler, option is to put the actual phone on the pole
(with some weather-proofing) and just run power up there. That way you can
use the phone's camera which would be a lot easier.
