It sounds relatively simple. I say 'relatively' because most apps I am 
writing control a bunch of pins in a variety of different ways. Your app 
would need to control only one pin that hooks up to a relay or a servo 
motor that would operate the lock. I looked around, there are a lot of 
examples online showing how to receive SMS in an Android app such as;

But if you don't have much experience writing Android apps or working with 
IOIO and simple hardware it will take you a while just to get up to speed 
on this easy project. Entirely doable, however. I would start off writing 
the app that receives and displays the incoming SMS message. You can do 
that without spending any money. If you get that far, buy an IOIO OTG and 
work with the example apps to drive an LED or something. After that you 
should know enough to be able to figure out the rest.

You could mount a battery-powered IOIO and a servo motor on a door, and if 
it is within bluetooth range of a phone in your flat the phone can work the 
lock remotely. Otherwise you have to run a wire from the IOIO to the servo 
on the door. Or co-locate a phone with the IOIO on the door which seems a 
bit much.
