Digital, analog, pwm, uart are mostly fleshed out. ICSP, I2C and other
busses haven't been tested yet. First cut at resource management is done.
The library uses an message driven API more than an object API. That works
for inbound and outbound messages.

I only have V1 units right now running 3.11/5.00. All my testing is over
bluetooth, on windows 8. My biggest problem right now is that I have to
un-pair and re-pair the IOIO every time I power off the IOIO. So if I
unplug the IOIO and plug it back in, I have to manually re-pair. Its weird
because the Win-8 bluetooth control panel says that it automatically
re-connected but I get a "tap to setup" toaster popup every time my app
connects to the IOIO after the power has cycled. The whole thing works
fine if I quit my C# app, un-pair and repair. I can run my app as many
times as I want after pairing as long as I don't power cycle the IOIO. It
feels like a windows thing.
