If you're using an Android 4.x device, did you remember to turn USB
debugging off?
IOIO manager won't work and I don't know about the other one.
Once you get to the point where the IOIO is talking to the phone (either
you see the accessory dialog pop up or a debug connection in case of older
phones/ADB), try installing the precompiled HelloIOIO apk from the software
bundle.
Don't bother with any applications until you have a connection, since
they're not going to work.
