I may give this one a try. It would be a matter of using winprops to 
define a transient window as a passive floating window instead of the 
default ion3 transient or vice versa depending on a script variable. I 
may also add append a function that I wrote that allows me to have a 
bunch of menu items that automatically append changes to a kludges file 
so I don't have to do it manually.
