The ion-3plus repository requires --partial to function. It isn't a
complete repository (intentionally). I don't agree with that decision but
such is the way of things at the moment.
Tuomo, the ion website indicates that --partial is to be used but doesn't
make it explicit that it needs to be, perhaps it should.
