AFAIK, at least on Debian, man-pages are also listed in a database file
(but unfortunately too complex for my simple scripts to use it instead
of generating yet another index for faster completion) so it might not be
necessary to symlink them.

The kind of layout I described would also solve a lot other dependency
problems as well in addition to compling&linking problems and name
conflicts, since e.g. sarge and woody could go in different trees: 
/debian-woody, /debian-sarge. Or one could just install any two 
distributions, given that they somewhat agree on /basesys.
