I'm may be misunderstanding the question: under the standard Ion bindings Ion3 (as of November I think) has: <IonKey>+K -- comma and <IonKey>+K -- period swap order of two adjacent tabs in a frame, and so Noah can acheive the results of re-ordering by repeated swapping (which is what I do).
