ioquake3 uses libspeex for VoIP only. It's not a required feature anyways and 
you can disable it. Create a file named "Makefile.local" and put the following 
line into it:

USE_VOIP=0

Or alternatively use this:
USE_INTERNAL_SPEEX=0
but you'll need to install libspeex from your distribution in this case then.
