The fact that it compiles fine without icecc implies he has the dependencies met. So I don't think that's the problem. It is strange, however, that it all of the sudden can't find a dependency just because you use a different compiler. Does SCONS check dependencies by trying to compile something and link to it? Maybe the icecc configuration is broken and therefore compilation fails causing that dependencycheck to fail.
