I found that that ip_adapter/SConscript fails to append __WITH_DTLS__ during build, so the DTLS code in the IP adapter doesn't build. This might mean that the DTLS code in the IP adapter hasn't been tested.
I'll fix it in my IPv6 plumbing work, which I hope will be merged soon. If somebody else wants it sooner, be my guest.
