RC3 tag is acceptable from the Primitive Service from now on.

Hi June,

Primitive Service all patch all patches are in the 1.0.0-dev branch except one 
commit.
This commit is on the build verification step as of now.

Within a few hours, everything will be done from the primitive service point of 
view.

Once, I am going to inform CTG that 1.0.0 is not going to be released on 10/12.

We need to urgently finalize when it will be possible.

Could you report the issues that you still have for the RC3 release?

I'd like to tell you one thing about CoAP/TCP, one more gerrit review should be 
applied into 1.0.0-dev branch.

I continue to receive bug fixes for master to be cherry picked onto 1.0.0-dev. 
The biggest delay right now is the build verification. We are backed up by over 
150 jobs.

There have been issues in the ZigBee, RD and other reviews.  I can create the 
RC2 tag but it will not have the code that is currently under review.
