The persistent storage code for security is required for proper
functionality.
You should not be disabling it unless you want your device to reset to a
'factory default' state every time it is rebooted.
If this is your intention, then you can implement a version that disables
persistent storage, but it would not function as most users might expect
(e.g. device pairing would be lost on reboot, etc.).

Are you building with the SECURED flag set and you do not want persistent
storage?
As currently persistent storage is used only used in security codebase.
