IoTivity depends on the multicast-way discovery. New device with resources in the local network comes into the network, client can find it with multicast discovery. Moreover, new device starts the presence into the network, client hooking the presence event will be notified for new device come-in. Regarding initial network onboarding, the IoTivity easy-setup helps it. You can find the basic mechanism thru https://wiki.iotivity.org/#programming_guide.
