Yes, because of BT itself. You've found the exact reason why 6LoWPAN exists: 
so that a standard and well-known interface can be used and abstract the low-
level layers. 6lo-over-BLE has been published as a standard, but very few OS 
yet support it.

There's no promise of forwards or backwards compatibility in BT yet. It's 
experimental and therefore subject to changes.
