Hello Jinguk Todd followed the correct process, which is to announce in the development mailing list and ask for feedback. The ISG will ratify or deny the request, based on the technical feedback that the proposal receives. I think it would be nice for the ISG to discuss it tomorrow, but there won't be enough time for technical feedback from other people on this mailing list.
