I didn't understand that either, so I asked. I gather it is the zigbee application programming library (API) ported to support additional connectivity protocols. Not an app-level protocol like OCF, but they might grab some mind-share in the iot app development space. I'm not up to speed on iotivity support for zigbee, but the sooner it is seamlessly supported the better.
