I'm not sure I follow what is exactly wrong? What's the problem that we are 
hitting/trying to solve?

MSVC setup gets called when you create the Environment. After it creates it, 
you can change the environment all you want.

Still wrong. That looks like it will run the vcvarsall.bat batch again to get 
the settings. I don't want it to, I already have them in my environment and I 
may have modified it.
