The current cross-building support does not work if the target OS is listed as Linux, because some assumptions are made that are not valid. I haven't found time to seriously work on it although I know about the problem, and haven't heard that anyone else is tackling that currently. There are some existing efforts for iotivity on the Pi, I worked on one quite a while back. Phil Coval has much more recent knowledge, maybe he will add some pointers. You may be able to build on the Pi locally/natively - that is, not cross-build. Raspbian is very much like Ubuntu, the best supported Linux build host for iotivity.
