RD is a feature that's designed for servers that know they want to be represented by one. Basically, the design goal is for low-power devices to not need to stay on and listen for (or respond to) discovery multicasts; rather they register themselves with RD which will answer those on its behalf, and can go to sleep waiting for something that will directly ping them.
