Hi IoTivity Devs,

When I receives a response to the "GET /oic/res" from an IoTivity Server,
the response does not include a payload for "/oic/res" itself.
The version of IoTivity that I tested is 1.4.0.

When I test this against "DeviceSpy", it returned a response including
payload for "/oic/res" itself.
But I don't know which version of IoTivity DeviceSpy is using.

Which is correct operation?

Thanks & BR,

- Kevin
