Scary. *VERY* scary.
It means that if the person with the key deploys a filter of the form
"anti-war protest", or "voting fraud", or "administration illegal
activity",
or any other filter designed to catch political opponents and
dissenters rather
than actual terrorists, they'd get the information with no messy
paper trail
for people to find out about after the fact....
