Greetings Dave,
More disturbing stuff in the USAToday article.  Apparently _only_
Qwest balked at turning over call records - on the grounds that the
Communications Act clearly and explicitly prohibits it from doing so.

So what did the NSA do?  Get a court order? - Nope, they even told
Qwest something to the effect of 'we don't think the FISA court or the
Attorney General would let us, but come on, do it anyway.'
Additionally, the NSA threatened their eligibility for government
contracts - an act which violates quite a few statutes and contracting
regulations. The USAToday article indicates these threats and requests
were confirmed by at least two people present in each case.

Perhaps Qwest could get back some of their lost shareholder value by
suing over these threats...
