I got a similar call a few days ago, except this caller told me that
they needed to fax me important information about my domain
registration account and asked for my fax number. When I refused to
give it to him he told me it was very important. I told him if it was
so important, he could just email the information to me at the email
address my domain registrar already has for me. He told me that was
not possible because their email servers were down. At that point I
hung up.

I had the identical experience about a week ago. I got the distinct
impression that it was a boiler-room operation (lots of chatter in
the
background), and probably in Asia, based on the accent and QOS of the
line.
I receive calls from these operations a few times a year. The calls
seem to be originating from India and to be scams launched by to
"Domain Registry of America" and "Liberty Domains of America", two
well known domain slammers.
