UDP do not reorder the packets, the application must do it. UDP also do not
request the retransmission of the packets.
 
So for the application point of view, if it do not reorder the packets they
are considered lost.
 
How that helps.

Hi all, 

I'm confused about out-of-order packets. Are they considered as lost
packets?

Below there is an example. Between second 5 and 6, 11 packets lost are
detected, then Iperf shows that 11 packets were received out-of-order. The
11 packets lost between senconds 5 and 6 are the same as the out-of-order
packets?.
